1. Who is the audience?
   Who you are writing for is the most important aspect of technical writing. Are they customers, staff, both? What are their goals?
   The tech writer's goal is to act as a advocate for the user.
   
   
2. What is the purpose of the documentation?
   Where, when, and how will the documentation be used? What steps can the writer take to facilitate its use?

Not answering these questions before starting a documentation project is putting the cart before the horse.
